Penang’s cross-channel LRT will hover ’20 storeys’ above the sea!

More details have emerged about the Penang light rail transit known as the Mutiara Line.

The LRT was first proposed in the “SRS PTMP”, the transport plan that was put forward by the Gamuda-led SRS Consortium.

That plan envisaged a 30km elevated light rail line from Bayan Lepas to Komtar. It would have had 27 stations, including stations on three proposed reclaimed islands – A, B and C – off the south of Penang Island. (Islands B and C have now been put on hold, after the overly ambitious and ecologically damaging plan was scaled down.)

This LRT plan ignored the original Halcrow consultants’ blueprint for a bus and tram network to cover the entire state for a cost back then of just RM10bn.

But, as many predicted, the state government now finds itself unable to finance the SRS PTMP mega-projects and has passed its ‘baby’ to the federal government.

The federal government has come up with a revised LRT route, known as the “Mutiara Line”. One 24km line is from one of those three reclaimed islands – Island A – to Komtar on Penang Island, which is quite similar to the SRS plan. A new 6km branch line will now spin off from Macallum on Penang Island to Penang Sentral on the mainland. This cross-channel route includes a 3km stretch above the sea.

This cross-channel branch will hover 62m above the sea at its centre span to allow ships to pass below. That’s about the height of a 20-storey building – and over twice the 30m-height of the Penang Bridge centre span. Or two-thirds the height of those new ‘monopole’ electricity transmission towers recently constructed in the channel, parallel to the Penang Bridge.

It takes longer time especially any planes can be delayed. Need to check in 2 hrs ahead, Go to airport which is some distance from town centre and can be some jam while travelling to the airport. After arrival, have to wait for the luggage and then again the airport is some distance from arrival destination. HSR is the solution and China has built over 400kph High speed train. My friend left HK at 6pm and caught a HSR in Shenzhen and arrived at Avator hills at 4pm

Before the first bridge was built, the only option for crossing to Penang and vice versa was the ferry.

Cars would queue at the Chain Ferry road, stretching from the roundabout in front of the Convent School, down Assumption Road, past the main post office at Bagan Dalam, and all the way to the entrance of the ferry terminal.

Sorry, Anil. I can’t remember the exact timeline, but it was somewhere between 1984 to 1988. It was a terrible situation as I was once caught in this particular traffic jam in the early evening going to the island.

Traffic coming from Bagan Luar Road was diverted to the Chain Ferry to connect to Assumption Road, passing Bagan Dalam to enter the ferry terminal, instead of following the usual route via Bagan Luar Road, passing the roundabout in front of the Convent School, and then going directly to the ferry terminal.

The traffic jam was most likely caused by the downtime of the old ferries, which was usually the case, or, as you suggested, it could have been due to the limited availability of the ferry terminal following the collapse incident.

As you know, the construction of the first Penang Bridge was completed in 1985, and the ferry terminal collapse incident occurred in mid-1988.

We are discussing the traffic jams and queues near the ferry terminal areas. Previously, the roads were mostly two-way lanes, but traffic jams still occurred.

Now, despite these two-way roads being upgraded to four, six, and even eight lanes, we continue to experience traffic congestion.

As you pointed out, today, many households own more than two to four cars.

Smart government says must build more roads like the RM7.5 billion PIL 1 project to accommodate the increase in car usage and for dispersing road traffic.

This is double-talk, of course. Some cities abroad successfully tackled the issue head-on: higher charges for CBD, reducing parking lots, closure of some roads, incentives for electric bikes, etc. In Scandinavia, the government clears the (manual) bike paths of snow before clearing the car roads. The “little red dot” down south tackled all this over 30 years ago.

Traffic congestion was terrible during this time in the early eighties. The construction of the first bridge aimed to alleviate this congestion; however, despite these efforts, the situation remains unsustainable.

More roads simply means more cars using it. Good promotional packages by car manufactures for easy ownership.

No one is talking about carbon footprint now ever since EV cars were introduced and slowly becoming popular. Waiting for more charging stations. Better still home charging.

Fossil fuel is still expensive for a country that produces oil.

Using one’s own car is still better and convenient. It is simply a door to door experience and convenience.

GEORGE TOWN: Penang police estimate that over 2.4 million vehicles will enter the state during this year’s Chinese New Year holidays.

Penang police chief Datuk Hamzah Ahmad said on average, around 200,000 vehicles are expected to travel in and out of the state daily, with the volume increasing as the Chinese New Year celebration approaches on Jan 29.

The current State Chief Minister has stated, “The LRT may not solve 100 percent of the traffic jams in Penang, but it is a start.”

He also mentioned, “During the engagement sessions, we received support of more than 90 percent from the public.”

Maybe, Anil, but I think the CM might have pulled that figure out of thin air. Political gimmicks? Previously, it was said to be 80%.

Earlier, the LRT project was estimated to cost about RM 10 billion from the airport to Komtar. 

Now, with silicon island, Tanjung Bunga, the cross-channel bridge, and Penang Sentral, it will likely be much much more than the RM 13 billion they are currently estimating.

In the past, prior to the Federal Government’s takeover, we encountered a series of conflicting news reports and statements from the state government regarding the LRT project.

Following the Federal takeover, discrepancies continued, with both the State and Federal authorities issuing conflicting information about the project’s routes, distances, and costs.

It is important to note that the original cost estimates likely included Islands B and C; however, after the Federal Government assumed control, plans for Islands B and C were ultimately abandoned. As far as I know this was never mentioned.

Given the multitude of conflicting information, how can we accurately compare the costs from before and after the Federal takeover? Which cost figures should we rely on for an effective comparison?

Most recently, after the groundbreaking ceremony for the Penang LRT project, the first segment has been reported to cover a distance of 24 kilometers at a cost of RM8.31 billion , focusing solely on the island.

This leaves a remaining budget of RM3.31 billion for the additional 5 kilometers from Jalan Macallum across the channel to Penang Sentral in Butterworth.

Nobody asked for parking lots equipped with rubber sensors; the state implemented them. Common sense suggests that these rubber sensors are unlikely to last long under the wear and tear from rain, sunlight, and car tires going over it. 

As a result, they are likely to get damaged quickly. Now, to cover maintenance and potential replacements, they plan to raise parking fees by 50% from the current rate.

uncle rakyat -do you know how traffic engineers count the no of vehicles using the road? The rubber sensor hose is run over by thousands of vehicles and many are trucks. There are there for months as monthly traffic changes. How expensive are rubber hose? Many Penang towkays own rubber plantation

Given this attitude, what will the ticket pricing scenario look like when the costs of maintenance and replacement become unmanageable for the LRT? Will the 90% support that the state claims to have continue? 

As it stands, once the novelty of the LRT wears off, I believe many will stop using it, primarily due to inconvenience. Most likely, they will revert to using their cars for transportation. Personally, I know I will, for the sake of convenience.

Unless the LRT stations are location in middle of no where. KL MTR was located in Leboh Petaling anda row of shophouse is acquired. This increase cost but it is worth it as you and … visitors can go to Petaling Street better than you drive to KL Chinatown

Not only they have not told us the LRT fares, but also the number of parking bays at each station, the parking cost and the waiting time period for the arrival of the LRT train.

If there are parking bays, cars are still going to be used. If there are insufficient parking bays and congestion arises, people are going to get angry and as you said, besides the fare, congestion at parking bays may also influence the ridership.

Please also note that our smart government is building the LRT for those who prefer not to use their cars for travel, while aiming to reduce road congestion.

At the same time, they continue to expand additional roadways, such as the PIL1, for those who choose to drive.

Petrol, find space to park, paying to park, change engine oil, check tyres pressure, washing, cleaning, paying road tax. stuck in traffic, accidents and have to send to repair shop for days to get it repair. LRT is not a novelty. in fact is better than bus. There is no traffic jam. all countries to solve traffic jams and transport problems build LRT. Singa por is building more. Even Bangla, Hanoi, New Delhi. Tourists find it easy and even rakyat from other states

Singapore made car ownership very expensive with the COE system. People are taking bus since it’s independence – now into the third generation taking public transportation.

Malaysia pampered motorists with cheap petrol. Three generations of car ownership since Proton appearance. So it is not easy to change the behaviours.

to change, gomen needs to provide alternative. The alternative should be better than existing. It is not point if the buses comes every half hour and is like cattle and sardine and jam. There is no jam when taking LRT and one knows it take certain time to arrive at the station. The only thing the gomen can build adequate parking lot at the stations and increase parking fees in urban areas and provide family ticket during weekends and discount for off peak hours

Once the LRT is in service, the bus system can be revamped to include feeder bus services.

Feeder bus services are designed to pick up passengers in a certain locality and take them to a transfer point (bus interchange ) where they make an onward journey on a trunk service. This can be another bus, or LRT..

Penang is a small island, and streets in the city are narrow, making it difficult, if not impossible, to have dedicated lanes just for the BRT or ART systems.

Demarcating special lanes specifically for buses will worsen the congestion.

On the other hand, the LRT is elevated, making it unnecessary to set aside such lanes at ground level.

Agree, the state government have always been short of giving a complete detailed statements on the LRT project whenever they communicate with our Rakyat including Civil society groups, NGOs and Activists.

LRT – dont face jams or traffic lights encountered by vehicles. Even mata cars or pengsan ambulance has to find ways navigate congested roads. From KL Sentral, you can be sure to arrive the airport about 1/2 hour. Similarly in LRT, you can be sure you have a smooth ride, not jerking here and there and no traffic jam or lamp merah to delay your business or dating appointment

What will be the initial cost of the LRT ticket?

Uncle Rakyat – Federal Government collect taxes and the LRT is for all. The government is not Sdn Bhd and think of making $$$. LRT is to improves the productivity of the state. China is building millions of HSR tracks criss-cross over the nation and even high altitude train to Tibet. Imagine you can travel to the airport and knows how long to reach there and will not be struck in the traffic jam. Now it cost X billions but in 10 years time in cost Z Zillions. Senior Rakyat, As senior getting older, I am more worried about you. 80 plus taking buses, going and down up the steps, find seats and your body jerk and ben as the bus accelerates, deaccelerates and negotiate the sharp corners. Further more , bus can be very pack and stuff you out. It it rains, you have to wear wet suites as there is no shelter. LRT is a big station with upper and middle and ground floor. senior rakyat – I am saying you only kbkb and does not care expenses spent has to be recovered especially for cars which occupied penang island spaces and forced the government to find new land to replace parking spaces. 15 mins walking to LRT is acceptable. Built more car park, motorcycle and bicycle bays and the bus ridge should be park of the LRT fares. They should give discount if they use the LRT off peak from 9.30 am to 4pm and 7pm to mid-night and on sat and sunday weekends to encourage rideships and family tickets where children under 18 are free

Rest assured, unless the state implements a policy that prohibits foreign labor from using the LRT, the situation will be no different from current bus usage.

Foreign labor and local islanders will be sitting side by side on the LRT, enjoying each other’s company.

Of course if the local islanders don’t like this situation, they can always use other modes of transportation, like your own personal car, motorcycle or bicycle.

How the bus service can be efficient when our roads are narrow unlike chinese cities have 6 to 8 lanes roads and special lanes for public transport? Many chinese cities such as shenzhen gives free transport to SENIOR CITIZEN like RAKYAT 8 including foreigners. They use transport card with discount and no discount for touch and go. Problem with bus is that they are not comfortable and more so in traffic jams. The driver accelerates and brakes and passengers become drunk sailors. Because of jam, the first bus comes late and everyone tries to sardine into the bus. But soon behind are the same route bus as the behind bus catch up with the first bus. This second bus is empty as all passengers get onto the first bus as they have been waiting long. They should use touch and go pass as driver has to change $$ and issue tickets

No touch n go card. Prasarana mutiara card must hold to scanner for minimum 3 seconds to work, otherwise can get penalised with RM5 deduct if no proper exit. Many have shrieked out for such unfairness!!!! especially the naive seniors.

Aliran can go to the ground and understand the issues and get YB Zairil to suspend millions payment to Prasarana until improvements made.

I’m curious about the future population of Penang over the next 50 years. What will the numbers look like? Any idea ?

Some people believe that the current LRT system is outdated. Will the state still rely on this same LRT system in 50 years, or will we have some sort of overhead anti-gravity vehicles zooming around by then ( though it may be too early to predict this happening in the State of Penang ) ?

Earlier, the state government stated that the LRT was needed to clear traffic congestion.

Now, after receiving the green light for the project and having conducted the groundbreaking ceremony, they are singing a different tune.

The RM13 billion project covers only the Penang side, and the state is now saying, ‘ The new Mutiara LRT alone cannot resolve the traffic congestion issues on the island.’

As for Locals? Yes, some will be using it, especially those with no personal transport. Most will after a while go back to using their cars due to convenience. Good luck, State people / leaders !

Sure can tell. Why you say can’t tell ? These are simple things.

To begin with – less driving , does not mean run to use more LRT, stay at home more. Spend sometime if possible at seaside, with hilly forest backdrop to relax.

Rest more. Drink more water. Take more fruits. A basic combination of pineapple, papaya, oranges, mangoes and things like that and more.

Don’t wait to grow old to do these wonderful things

They are already on ground breaking stage lah. What is there to request for or talk with them some more.

Now, we are talking about what is more likely to happen during and after completion. If they like, they can take it as Rakyat feedback.

They are going to spend for a 29 kilometer LRT, an estimated 13 Billion Ringgit. That is a lot of money. From where are they getting the money to fund this project ?

Removing fuel subsidies will make car ownership costly. It is a smart move to deter non essential driving. People can plan their trip to optimise travel or practise car pooling. But many are still refusing the acknowledge this.

Increase in hotel accommodation fees is a matter of supply and demand. Rakyat will be thankful as Airbnb will make some of them profitable.

If 1,4 Billion China continues with oil dependent cars, the war in SCS will happen now and soon join by India 1.5 Billion and is more hungry than china.
