This is by convention. It is only if he fails that the leader of the coalition with the second highest number of seats should be given the opportunity to form the government.

The Yang di-Pertuan Agong must appoint Pakatan Harapan chief Anwar Ibrahim as the 10th prime minister as the latter’s coalition has secured the highest seats in the just concluded general election, said former attorney-general Tommy Thomas.
Citing an example from United Kingdom’s 1974 general election which resulted in a hung Parliament, he said Queen Elizabeth invited the leader of the coalition that has the highest seats to form a government.
Based on what happened in the last few days, clearly Anwar is at disadvantaged. Somehow Umno has been given repeated opportunities to be kingmaker. Strange!
Last government BN worked with PN. This election BN got almost wiped out. Unless they want to kill off BN they should not join PN. The electorate and ideologies are the same. In thos situation PN and PAS have the upper hand.
BN has to save itself from dying. Better to join PH where the electorate and ideology is very different. In the long run it will be more beneficial for BN.
Comparing popular votes alone, Pakatan Harapan had captured 5,810,690 votes (37.46%) while Perikatan Nasional won only 4,667,429 votes (30.35%) in the 15th General Election. Thanks to gerrymandering, Pakatan has only 9 seats more than Perikatan despite winning over 1-million votes more. Nevertheless, it demonstrates that Pakatan has the most popular votes.

The whole nation is being held in ransom while these minority stake holders play politics to satisfy their insatiable appetite for power and wealth.
In the meantime, the uncertain period creates economic confusion and investment jitters.
BN and the east Malaysian parties must be sidelined and PH be allowed to form the minority government and restore normalcy in the country.
Interesting comment on Malaysiakini: PN is made up of people with a shabby character. Muhyiddin (allegedly) even lied to the world to say that he has received a letter from the Istana when he did not.
