Hill projects: Penang government counters BN criticism

countered BN criticism of hill-slope projects, the Penang government has pointed to the actions of the previous BN local government in the 1990s.

The state government also questioned the date of the images of google maps that were published to show rapid degradation of hill-slopes along the north coast in 2010.

So who is really responsible for the degradation of our hill-slopes and can anything be done about it?

Hi everyone, OES has formerly alleged that his investigation showed the political eunuch KTK had only approved 2 of the 19 special projects on hillslopes higher that 250 ft; implying/insinuating that somebody else must have approved the rest!! No one force lgE to approve hill slope development. Not only lgE tried to mislead us on the 19 hill slope project, he also tried to distort hill slope definition. By confining hill slope development to 250ft above sea level, he hoped that we will ignore the other hill slope developments below 250ft . lgE is probably having his wildest dream! What the hell we care about whether its 250 ft above or even in Penang hill as long as it follow the safety guidelines and is safe. Even on the land such as Pulau Tikus many are also complaining. Its always the selfishness of some of the people. Like some who buy condo on reclaimed land which block the view of the kampong and later object when another condo is built in front of them.

I don’t comment on the safety aspect in Anil blog because I can’t show photo to illustrate what I mean by safety violation. Wait til you read my comment on main stream media then you tell me whether lgE ever give a damn to safety guideline.
Why increase plot ratio, development density and refuse to abide by the buffer zone requirement of the safety guideline when come to hill slope development?

All those days I only confined my attacks on lgE in Anil blog which the most allow me to reach less than 2000 readers.If you minus those readers from other states, the number of Penangites that I can influence in Anil blog will be less than 1000. Today we witnessed how partisan stand has overriden the important of hill slope issues. The obsess to get rid of BN has caused serious dilemma to activist like the Great Anil who would pretend to highlight the hill slope issues by giving Lim Guan Eng extra opportunities to justify his abuse of our hill slopes. The other question we should ask is why should we allow a 1996 MPPP zoning plan to trump the over-riding restrictions on hill-slope development that should be strictly enforced? Lim Guan Eng administration could easily amend the Pelan Dasar Perancangan dan Kawalan Pemajuan MPPP as the way he amended the garispanduan pelingkungan semula daripada ‘zon perumahan tetap sedia ada’ ,’zon perumahan am’ dan ‘zon perumahan am sedia ada’ kepada peniagaan terhad kepada ‘zon peniagaan am’ bagi lot-lot yang berhadapan jalan kelawi on 27-1-2011. The meeting of SPC on 13-09-1996 which Teng Chang Yoew attended in no way can pre-approve the 19 hill slope development. The most likely event that occurred is the rezoning of the lots of the 19 special projects to Zon Perumahan Am dan Zon Perumahan Ketumpatan Rendah.

One striking point in this hill slope issues is the alleged none compliance of plot ratio and development density. If the 19 hill slope projects were to comply with the Pelan Dasar Perancangan dan Kawalan Pemajuan MPPP, the plot ratio can not go up to 1:3.
If the development density of the Penang structure Plan is followed it can not go up to 87 units per acre.
Somebody is abusing the power without follow the stringent controls governing hill slope development!

The Pelan Dasar Perancangan dan Kawalan Pemajuan MPPP is just a zoning plan which define the land use and plot ratio. The approval of the Pelan Dasar Perancangan dan Kawalan Pemajuan MPPP on 13.9.1996 by the then State Planning Committee in no way pre-approve the 19 hill slope development projects which are at 250ft above sea level. The Penang Structure Plan only define the conditions under which an application for development for specific zone should be proceed . MPPP claims that planning approvals for the 19 special project were based on the approval of Pelan Dasar Perancangan dan Kawalan Pemajuan MPPP by SPC on 13.9.1996 and as special projects in accordance with State Structure Plan 2020. What is that mean? Under the Pelan Dasar Perancangan dan Kawalan Pemajuan MPPP, all those lots from the 19 project are classified for general residential use. Patahiyah in her press release refute that the high-rise condominium project in the Air Itam area which I quoted was approved on 8.2.2005 and the height is not above 76 meters, but only 56 meters. … Incredible! The BL Hill project is located lot 1557, lebuhraya thean teik which the mppp listed as hill slope project above 250ft sea level. While the project I quoted is boulevard condo which is also located at lot 1557, lebuhraya thean teik.
