Also, looking at the mainland, one does not see any recreational facilities done for Penangites residing there. For example, is there any cycling lanes, like the ones on the island?  One exco or councilor spoke about it once and that was the end of it. The general explanation given in the news is vague and Penangites are in doubt. Like said earlier the explanation has to be Clear, Item by Item, to have a clearer understanding.

For example, you said,” 11 pledges made in the manifesto regarding creating a green state were almost fully implemented, with only three pledges still undergoing the process” and then you have the ‘2020/2030 green book’, which is a 10 year green program starting 2020 and ending in 2030.
