Penang Forum 5 proposed action plan

This is the eight-point plan of action agreed by the Penang Forum steering committee and then presented to the Penang Forum 5 participants on 4 August 2012.

The plan of action was read out at the forum by Penang Forum steering committee member Lim Kah Cheng, a former MPPP Councillor.

(These are not resolutions adopted by the participants of Penang Forum 5, as erroneously reported in the media.)

  1. More dialogue with government agencies besides local authorities.
  2. Review Penang Structure Plan (SP) and Draft Local Plan(LP) as they are already dated.
  3. Review the high density policy.
  4. Stop new hillsite developments and improve mechanism to monitor existing ones.
  5. Hold more public consultations on major projects and review the procedure for objections
  6. Expand the composition of SPEAD and ensure the independence of consultants of impact assessments
  7. Resolve problems in maintenance of high rise buildings
  8. Call on state government to claim back control of reclaimed land, Penang port and ferry operations

Why “plan of action” instead of resolutions as usual ? Is this so not to upset the Cheap Minister ?

BTW, why sign petition to protets privatization of Penang Ports but no petition to stop hill-slopes development, selling of state land,mega projects, etc ???

It seem like George Town’s heritage status may be in jeopardy again. With a 30 storey hospital and a 20 to 25 storeys low cost housing scheme coming up in the heritage enclave, no one seem to bother about the heritage listing any more. Property price in the heritage zone of George Town has gone up 5 fold as with the trends of Unesco World Heritage Sites. Now with delisting of heritage status, will the property bubble start to burst?

Ah Soon Kor. Being a poor or low middle income earner in Penang Island nowadays is not like 30 years ago. Inflation has caught up much faster than one can upgrade his income level. In order to live on the expensive island, one (mentioned above) has to downshift his lifestyle, has less material comforts/Bing Chui things, buy less senseless insurance policies & to live in simplicity. I seriously suspect that the announcement by Lim Guan Eng that the state government has set aside a 2.8ha piece of land in Jalan S. P. Chelliah here for two affordable housing projects with a total of 1,320 units is an instinctive reaction without consulting any architect or engineer.

1,320 units of between 700sq ft and 1,000sq ft each in four blocks of 20 to 25 storeys at Jalan SP Chelliah. Oh my god! They forget about the height limit of heritage listing again! No wonder my calculation can’t squeeze into 5 storey height. What kind of stupidity is this? Still want to argu with me that Lim Guan Eng is the most incompetent CM we ever have? So are we going to compensate the developer for scaling down the low cost flats too?

Not all high density housing is affordable to low-income families. RM72,500 with the most outrageous density of 190 units per acre for low cost flat is hardly affordable at all.

190 units per acre and you can’t build with higher plot ratio. You end up use all the land. At least in prison, you still have a big compound for green space. Pudu Prison has a land size of 22 acres. it was designed to house 600 inmates. The space per prison is 4046.86×22/600 or 148m2 compare to 7.0 m2 for the low cost housing project at Jalan SP Chelliah. How can you equate prisoners and us? Where can prisoners go? Can they go here and there freely us? They go mad if confined to 4 hours but we can go anywhere. Those poor has to work more than 8 hours and transport must be convenient in order to spend less money and time. In the city, they have many places to window shop, cuci mata – Ah Lian, Aminahs, Ah Bengs to see. Prisoner not even a pin up.

Your calculations are based on a simplistic assumption. Parks and open spaces can be located on an adjacent plot. Not necessarily on every single acre, silly fellow. In urban areas and city centres, land values are sky high. Singapore and Hong Kong are prime examples. They have high density by building high. But they also have plenty of public parks, open spaces and landscaping in the vicinity.
