sPICE exhibition ‘disappointing’

A few concerned Penangites who visited the sPICE exhibtion at Pisa aimed at eliciting public feedback came away disappointed.

One of them said, “(To say) I am disappointed with the display is an understatement. In fact, it is pathetic and shameful for whoever puts up the display to call it a public display and request public feedback.”

A second said it was “rubbish”, adding there was nothing really answered in the exhibition.

He said he was interested in the details – like financial projections, projected revenue for the MPPP, proposed traffic dispersal plan, how many people would be employed, the concessions asked of the Penang state government/MPPP – not the snazzy marketing and public relations jargon, which was reminiscent of PGCC.

A third irate Penangite who took the trouble to visit the display said it contained “zero” relevant information. Moreover, he said, the place was deserted just after noon today with no personnel at the booths: “So how are we to provide on-the-spot feedback? Do they expect us to talk to ghosts?”

PISA has lost it’s original purpose.It is not suitable to host any sport events or exhibition. If LGe is smart, he should convert PISA into a big warehouse for Chinese tea, PU ERH. PISA’s humid environment provide the best environment for PU ERH tea fermentation. If he know how to use his brain he can turn the whole PISA into a special fermentation warehouse. PISA failure is due to bad design not only poor management. PISA is a born deformed baby.You have to ask zero KPI how he fathered this deformed baby. Now LGe with his lack of competency try desperately to mimic zero KPI on anything possible. Soon he (may) give birth to another deformed baby, sPICE. I am not sure why Penangites are so unlucky. After getting rid of zero KPI, we got an immediate substitute of same mind boggling leader.

The real problem of LGe and his sycophant supporters is their inability to understand how the mistake of lGe going to cost him politically. If an action by the government affects the well being or livelihood of an individual, then he/she is entitled to be listened to.

Lerner is a graduate architect not a graduate town planner or a transport expert. When he had the fund to build LRT or MRT like system, he refuse to implement. Instead opt for unorthodox solution to build a BRT. Compare to LGe if LGe has the fund he will not hesitate to implement LRT or MRT system just like the way he want the Penang second bridge.

You have full of praise for Jaime Lerner. However, initially he was also being criticised for being different.
Our CM opts for a peoples park and an unconventional design for the convention centre.
Don’t you think that reminds you of Jaime when he tried to do things unconventionally?

Anyway, like I said earlier, discernment is necessary when dealing with multitudes of differing opinions.

The design clearly did not fit the site topology and the local climate. If LGE want to ask for trouble please go ahead. My mission is to record this mistake, so that once problem occur, we will settle with him after autumn.

I don’t dispute that Bayan Baru is a low lying area and sometimes, pockets of flooding may happen. It used to be pretty bad in the ’80s. However, thanks to Dr Lim whose insistence that Sri Tunas must divert the river before permission was to be granted by MPPP to develop their land, that has greatly alleviated the flooding problem. We are living in the tropics and the occasional very heavy downpour may pose a problem. Even the Orchard Road in Singapore does get its rare share of flooding. From the pix of sPICE,it is clear that no additional loading and unloading decks will be built. Tell us how the present loading and unloading decks going to cope in the events of successful marketing when the facilities are fully utilized. Can it cope with the demand? Will it caused traffic problem sprawling to surrounding areas? What is the capacity of present loading and unloading decks?
Talking without thinking is the norm of Bolehlanders. Tell me how ECO-Meridian going to solve the bottleneck problem of loading and unloading in the events of full utilization of the facilities.

The plant cover of the landscape is another important factor. Adding plants can be both positive and negative. Nearby trees may be valuable in wet climates because their roots remove water. However the size of the site does not allow significant number of trees to be planted. Instead all the existing trees will be cleared and removed. Tell us how ECO- Meridian going to solve this problem of potential soil erosion and flooding.

Because of the limited window arrangement in most earth shelters, and the resistance to air infiltration, the air within a structure can become stagnant if proper ventilation is not provided. Tell us how ECO- Meridian going to solve this problem.

This is another one of the problems that still haunted PISA. The bad ventilation has discouraged people from using the facilities. To overcome this problem, huge electricity bill will be incurred. Ever wonder why PISA is alway in the dark? No money for maintenance and electricity bill!

The PISA site like regions such as the south eastern United States, earth sheltering may need additional care in maintenance and construction due to condensation problems in regard to the high humidity. The ground temperature is too high to permit earth cooling when our temperatures fluctuate only slightly from day to night. There is no sufficient means for natural ventilation at the PISA site. Tell us how ECO- Meridian going to solve this problem.

PISA was notorious for flood problem during its initial years. We need to see the technical detail on 3 aspects of flood protection measures,namely (1) technical flood protection, (2) flood area management and (3) prevention measures. A malfunction of flood protection might cause the underground facilities to be flooded and put people at high risk. Hence, it is necessary to get as much information about the flood prevention measures in order to prevent a screw up design by Bolehlanders.

I am NOT impressed on the FUD (Fear,uncertainty and doubt) inside the report. Page 4 Yes, like ALL Malaysia building, it seems civil servant that RESPONSIBLE for the maintenance, PURPOSELY let the erosion take course. I see same thing happens to the “once glory” Bukit Jalil stadium exterior. I agree that it is costly to “repair” PISA, because the original design in mind make the maintenance expensive. I’m from Sg Ara & I passed through PISA everyday & I can tell you jokers one thing. I think it’s a right thing that MPPP & SP Setia is building sPICE. We need a better convention center & park for recreation. Gerakan K….you must be from Gerakan. Since you failed miserably in developing Penang for the past 50 years…why don’t you just move aside & let some one who can do the job to develop Penang…I can tell you…Penang for the past 3 years is better than the Penang I use to know before 2008…road is cleaner, no more… Read more »

My goodness.. why are people still arguing about financial projections and ROI?
Financial projections of this project is proprietory to the successful bidder.
If you want to know, be a major shareholder of ECO Meridian.
I don’t think the state government has the right to disclose proprietory information of others to the public.

As far as MPPP is concerned (you too can work out the ROI yourselves), the ROI is 11.5% annually.
That is RM11.5million for a total possession of a RM300million property in 30 years at today prices.

There are 2 parties to a contract. Yes, the money involved belongs to the tax payers but we have entrusted that to the government we elect. I’ve yet to see clean governments, including that in squeaky clean Singapore, disclosing all financial projections privy to the successful bidder to all asunder. It is very unethical to do so especially commercial contracts contain the standard non disclosure clauses. What the people will get are already made known in press statements from the CM office. I don’t know why some people are not happy with surpluses especially the preceding years before 2008 showed deficits under a deficient government.
I’m glad that the local authority exercised good fiscal control especially when the income was higher than budgeted without corresponding tax increases.

My personal opinion is that revenue collection is better under PR government. In addition, the absence of cronies and rent seekers means we are getting more for our tax ringgit.
However, the government should not be obsessed with surpluses. They should instead ensure that those money are gainfully spent for the benefit of the people.

Mind you! Serina Bay and Azuria Condo are not low cost unit. (Has the state govt been providing) subsidies for these two projects so that rich Penangites can buy it with affordable price that is approximate to the cost of low cost flat(?) Developers are not going to lose money from a project.

That a large housing project must contain certain number of low cost units has been a requirement for housing projects for many years.

It is just that SP Setia, like many other developers, charges the upper end buyers more to cover the loss in profit for those low cost units.

LGe in his desperate attempt to defend his award of the sPICE to ECO-Meridian, claimed that the cost of low cost flat is RM110000…

In 2010, prices of stratified properties were on the upward trend, particularly on the island. Three-bedroom flats in Serina Bay and Azuria Condo fetched 14.1% and 7.8% higher to register between RM138,000 and RM200,000.
If a low cot flat cost RM11000, tell me if you are a developer for Serina Bay and Azuria Condo, what kind of price tag you think is reasonable. RM138000? Profit of only RM28000 per unit?

LGe promised that he will turn the place into a public park, a green environment. If you look at the picture of the sPICE is the display panel posters, the trees currently exist on both side of the front building of PISA will be gone forever. A green environment without tree as underneath the ground is the sub terrain underground facilities. No tree will be planted. What a great ideas for environmental friendly building! He went all out to mislead Penangites with news coverage on all major newspaper whether online or offline. Any public tender for this job or direct negotiation way being used to pick the event organizer ??? Or that was an internal work of the state government agencies ???

Can we the tax payers, know who will pay the showcase bill and how much ???
