A few concerned Penangites who visited the sPICE exhibtion at Pisa aimed at eliciting public feedback came away disappointed.
One of them said, “(To say) I am disappointed with the display is an understatement. In fact, it is pathetic and shameful for whoever puts up the display to call it a public display and request public feedback.”
A second said it was “rubbish”, adding there was nothing really answered in the exhibition.
He said he was interested in the details – like financial projections, projected revenue for the MPPP, proposed traffic dispersal plan, how many people would be employed, the concessions asked of the Penang state government/MPPP – not the snazzy marketing and public relations jargon, which was reminiscent of PGCC.
A third irate Penangite who took the trouble to visit the display said it contained “zero” relevant information. Moreover, he said, the place was deserted just after noon today with no personnel at the booths: “So how are we to provide on-the-spot feedback? Do they expect us to talk to ghosts?”
For those of you who can’t make it, you can download the sPICE display panel posters in pdf format. Judge for yourselves if this is anything more than a public relations gimmick.

PISA has lost it’s original purpose. It is not suitable to host any sport events or exhibition. If LGe is smart, he should convert PISA into a big warehouse for Chinese tea, PU ERH. PISA’s humid environment provide the best environment for PU ERH tea fermentation. If he know how to use his brain he can turn the whole PISA into a special fermentation warehouse. He should invite PU ERH tea expert to view the condition of PISA. The tea specialists will be able tell him how to convert PISA into a special fermentation warehouse. This if implemented will attract tea… Read more »
PISA failure is due to bad design not only poor management. PISA is a born deformed baby. You have to ask zero KPI how he fathered this deformed baby. Now LGe with his lack of competency try desperately to mimic zero KPI on anything possible. Soon he (may) give birth to another deformed baby, sPICE. I am not sure why Penangites are so unlucky. After getting rid of zero KPI, we got an immediate substitute of same mind boggling leader.
The real problem of LGe and his sycophant supporters is their inability to understand how the mistake of lGe going to cost him politically. Up to today, no one has come to debate with me in an intelligent way to prove that LGe is a competent leader. The more the personal attacks that they launch against me will only backfire on LGe. I am actually very very happy to see LGe committed all the wrongs, cos’ that is the only way to get rid of him permanently from Penang political landscape. Will the fate of LKS come to haunt LGe?… Read more »
In singing praise to himself again. Public consultation and an open tender system are amongst the key aspects of Penang PR state government’s CAT governance of Competency, Accountability and Transparency. Three key requirements were considered in awarding the open tender – best value for money pricing, best product quality and whether it can be maintained to match world-class standards. We want LGe to explain why assign ghosts to receive feedback from the public? Why there is no proposal,no plan, no layout, no terms and conditions, no concession, no financial projection, no ROI, no workers, no exco, no traffic disposal plan,… Read more »
LGe like to sing praise to himself. The beauty of the open tender system is that SP Setia is not only offering to build sPICE but also an entire new concept which they call Penang People’s Park(PPP). Since he claimed that there is a beautiful open tender, let us ask him to the following quetion to ee how beautiful is the tender. 1) LGe should reveal the criteria used and the method by which the proposals were evaluated, including the relative weight assigned to each criterion. Hidden criteria cannot be used to evaluate RFPs. 2) Proposals must be evaluated by… Read more »
Do you guy ever realised that part of the PISA problems are related to the above-mentioned questions?
Don’t you ever realise that the main problem of PISA is poor management?
If ECO Meridian is going to make money from their huge investment, poor management is unlikely to be a problem.
Stupid! It is the curi ayam design in the first place that caused the dilapidated condition on PISA! The notoriety of PISA and the swimming pool is the laughing stock of Penangites. The only problem is those days zero KPI was the apple or darling of your eyes. How many terms have you voted for BN?
Dear Mr Ong,
Are you an accomplished architect or structural engineer?
Are you giving your opinion here as a professional in the relevant field or are you writing from the viewpoint of just a layman?
If you are not a professional in the relevant field, please don’t make yourself a laughing stock of Penangites by calling others stupid just because you can cut and paste from the internet.
Only a blind like you can’t see how the dilapidated condition of PISA has come about. Your blind and unquestioning supports for LGe only made you more stupid than ever. The Curitiba Mayor is not a town planner, he is not an engineer. He is not a transport expert. He is only a layman with a bit of common sense. But the world has no choice but to admire his ability to transform Curitiba into a transit oriented city. The ex-President of Brazil does not even finished primary education. He transformed a almost bankrupted nation into one of the world… Read more »
All those accomplished leaders you mentioned may not be experts in their own fields. However, they have experts to advise them. If they had followed the opinion of every tom, dick and harry, they would surely fail. However, the way you are posting here covering every topic and every angle looks very misleading because you seem to appear like an expert in almost every field, cutting and pasting from the internet at will but of mostly irrelevant information. Even consideration for the kitchen you also want Eco Meridian to answer you. Please understand that companies do not commit millions to… Read more »
We may be tom. dick and harry. Listen or not is not my business. I am here to put a record on what will happen in the future. … Knowing that (LGE) will never listen… Go ahead with sPICE and pray harder to GOD that whatever thing I have mentioned will never happen.
You think that I have something to lose? Nothing at all whether LGe listen or not, but plenty to gain when he committed mistake one after another.
If an action by the government affects the well being or livelihood of an individual, then he/she is entitled to be listened to.
However, it is unnecessary and inappropriate to give every mere opinion the same weight.
Discernment is necessary.
Just admit MPPP is a suck organization inherited from BN era.
LGE is either to change MPPP to meet his CAT goal or being changed by MPPP to be another BN.
Stop other nonsense.
Talk about expert, the Curitiba mayor disregarded the advices of all the transport experts insisting to do it the right way. Talk about expert, the ex-Brazil president disregarded the advices of all the economy experts insisting to do it the right way. So where are the so called experts. In this suppose to be a modern, knowledge based society, the more knowledge people acquired the less common sense they have. The less educated always be able to achieve more success than the educated, it is simply because they have more common sense. Look at Penang transport problem for example, Penang… Read more »
Talking about expert. I looked up a Wikipedia write up on Jaime Lerner, the mayor of Curitiba. Excerpt follows:- ” He graduated from the Escola de Arquitetura da Universidade Federal do Paraná; (Architecture School of the Federal University of Paraná) in 1964. In 1965, he helped create the Instituto de Pesquisa e Planejamento Urbano de Curitiba (Institute of Urban Planning and Research of Curitiba, also known as IPPUC) and participated in the design of the Curitiba Master Plan.” He is an architect and urban planner. An expert in the field of his own pet project even before he became mayor… Read more »
Lerner is a graduate architect not a graduate town planner or a transport expert. When he had the fund to build LRT or MRT like system, he refuse to implement. Instead opt for unorthodox solution to build a BRT. Compare to LGe if LGe has the fund he will not hesitate to implement LRT or MRT system just like the way he want the Penang second bridge.
By your logic, if i am not an expert in the relevant field, I have no right to comment, then LGe who has no experience whatsoever should be CM for Penang or not? Shouldhemake thedecision for building the stupid sPICE or not?
You and your master are the big disgrace for Malaysians, want public consultation and feedbacks. But when received feedbacks can’t accept the criticism and can’t point out any mistake of the criticisms they received. Only to prevent that they are for public consultation and feedbacks. Don’t know what is malu, come here to question my qualification. One of a great Chinese National Literature master who met me over a cup of tea, knowing that I am not expert in Chinese National Literature, has to admit that he never study Chinese National Literature as in depth as I do. Do I… Read more »
Actually most of the public expressed support for the project. Thus LGE did listen to us.
Think, Mr Ong.
You have full of praise for Jaime Lerner. However, initially he was also being criticised for being different.
Our CM opts for a peoples park and an unconventional design for the convention centre.
Don’t you think that reminds you of Jaime when he tried to do things unconventionally?
Anyway, like I said earlier, discernment is necessary when dealing with multitudes of differing opinions.
CM Lim would be a failure if he does not have a mind of his own.
The design clearly did not fit the site topology and the local climate. If LGE want to ask for trouble please go ahead. My mission is to record this mistake, so that once problem occur, we will settle with him after autumn.
I don’t dispute that Bayan Baru is a low lying area and sometimes, pockets of flooding may happen. It used to be pretty bad in the ’80s. However, thanks to Dr Lim whose insistence that Sri Tunas must divert the river before permission was to be granted by MPPP to develop their land, that has greatly alleviated the flooding problem. We are living in the tropics and the occasional very heavy downpour may pose a problem. Even the Orchard Road in Singapore does get its rare share of flooding. However, that does not stop the construction of subterranean buildings there.… Read more »
Show me your kitchen facilities, remember you are hosting guests from all over the world, not ah tu ah kau. Show me how cleanliness and hygiene is being maintained while preparing the food for your world class guests. Don’t show me the Kenduri way of food preparing at the five foot way or in the open space.
Show a bit of class and standard lah!
From the pix of sPICE,it is clear that no additional loading and unloading decks will be built. Tell us how the present loading and unloading decks going to cope in the events of successful marketing when the facilities are fully utilized. Can it cope with the demand? Will it caused traffic problem sprawling to surrounding areas? What is the capacity of present loading and unloading decks?
Talking without thinking is the norm of Bolehlanders. Tell me how ECO-Meridian going to solve the bottleneck problem of loading and unloading in the events of full utilization of the facilities.
The plant cover of the landscape is another important factor. Adding plants can be both positive and negative. Nearby trees may be valuable in wet climates because their roots remove water. However the size of the site does not allow significant number of trees to be planted. Instead all the existing trees will be cleared and removed. Tell us how ECO- Meridian going to solve this problem of potential soil erosion and flooding.
Because of the limited window arrangement in most earth shelters, and the resistance to air infiltration, the air within a structure can become stagnant if proper ventilation is not provided. Tell us how ECO- Meridian going to solve this problem.
This is another one of the problems that still haunted PISA. The bad ventilation has discouraged people from using the facilities. To overcome this problem, huge electricity bill will be incurred. Ever wonder why PISA is alway in the dark? No money for maintenance and electricity bill!
The PISA site like regions such as the south eastern United States, earth sheltering may need additional care in maintenance and construction due to condensation problems in regard to the high humidity. The ground temperature is too high to permit earth cooling when our temperatures fluctuate only slightly from day to night. There is no sufficient means for natural ventilation at the PISA site. Tell us how ECO- Meridian going to solve this problem.
This is one of the problems that still haunted PISA. The dilapidated condition of the interior of PISA is due to heavy condensation problem. If you can’t solve this problem of PISA, why want to create another similar problem at big scale? Are you mad or crazy?
Email sent to MPPP was returned as below. I emailed LGE and told him MPPP is still behaving with old mindset under the BN government. It’s not a surprise sPICE public consultation ends out like another stunt show. I doubt MPPP knows to prepare ROI, EAI and other data sheets for public consultation session after 50 years of no consultation experience with the rakyat. Seriously, LGE may have to hire Idris or Mckinsey to handle sPICE public consultation. ===== This is an automatically generated Delivery Status Notification THIS IS A WARNING MESSAGE ONLY. According to wikipedia on subterranean building. The site planning for an earth sheltered building is an integral part of the overall design; investigating the landscape of a potential building site is crucial. There are many factors to assess when surveying a site for underground construction. The topography, regional climate, vegetation, water table and soil type of varying landscapes all play dynamic roles in the design and application of earth shelters. Topography On land that is relatively flat, a fully recessed house with an open courtyard is the most appropriate design. On a sloping site, the house is set right into… Read more »
Our Bolehlanders always think that they are capable of anything. They can overcome nature and act like God. But when disaster occur, they like to blame God. To prevent this from happening, we need to know how ECO-Meridian are going to deal with problems related to subterranean building. Problems of water seepage, internal condensation, bad acoustics, and poor indoor air quality can occur if an earth shelter has not been properly designed. Issues also include the sustainability of building materials. Earth sheltering often requires heavier construction than conventional building techniques, and many construction companies have limited or no experience with earth… Read more »
PISA was notorious for flood problem during its initial years. We need to see the technical detail on 3 aspects of flood protection measures, namely (1) technical flood protection, (2) flood area management and (3) prevention measures. A malfunction of flood protection might cause the underground facilities to be flooded and put people at high risk. Hence, it is necessary to get as much information about the flood prevention measures in order to prevent a screw up design by Bolehlanders.
I am NOT impressed on the FUD (Fear, uncertainty and doubt) inside the report. Page 4 Yes, like ALL Malaysia building, it seems civil servant that RESPONSIBLE for the maintenance, PURPOSELY let the erosion take course. I see same thing happens to the “once glory” Bukit Jalil stadium exterior. I agree that it is costly to “repair” PISA, because the original design in mind make the maintenance expensive. But it also show that bureaucrat REFUSE to think out of context, e.g. how about “do thing right revamp”. If I am in place, I will just throw the SNAFU condition , floor… Read more »
I’m from Sg Ara & I passed through PISA everyday & I can tell you jokers one thing. I think it’s a right thing that MPPP & SP Setia is building sPICE. We need a better convention center & park for recreation. Gerakan K….you must be from Gerakan. Since you failed miserably in developing Penang for the past 50 years…why don’t you just move aside & let some one who can do the job to develop Penang…I can tell you…Penang for the past 3 years is better than the Penang I use to know before 2008…road is cleaner, no more… Read more »
Hey Im from Sg Ara too. High FIVE!
If you don’t mind, you will be provided with phantom proposal, phantom plan, phantom layout, phantom terms and conditions, phantom concession, phantom financial projection, phantom ROI, phantom workers, phantom exco, phantom traffic disposal plan, phantom kitchen facilities, phantom loading & unloading decks.
Looks like all you can complain about these days are on not knowing stuff, that i suspect is breeding insecurity in you.
What else is new with you and Gelakan K? Please spare us the cheap shots all over the place.
Other than being the bodek kaki of LGe, what can you contribute? The only one dare to call my criticisms cheap shots are the hardcore sycophant blind supporters of LGe! I am the one and only one that give an in depth analysis of the sPICE project! Want to fight meon technical ? You are always welcome, just afraid your brain is too tiny to understand that you are dealing with the world most …………..
My goodness.. why are people still arguing about financial projections and ROI?
Financial projections of this project is proprietory to the successful bidder.
If you want to know, be a major shareholder of ECO Meridian.
I don’t think the state government has the right to disclose proprietory information of others to the public.
As far as MPPP is concerned (you too can work out the ROI yourselves), the ROI is 11.5% annually.
That is RM11.5million for a total possession of a RM300million property in 30 years at today prices.
This is not a totally private project. It involved taxpayer money. As long as it is a private project, nobody will bother. Don’t come here and try to spin! You miserable guy only make yourself a fool out of the no brainer statement that you made. If you are sincerely supporting LGe, please make sure that LGe will never commit stupid mistakes any more! I am not his fan, I am his biggest nightmare!
There are 2 parties to a contract. Yes, the money involved belongs to the tax payers but we have entrusted that to the government we elect. I’ve yet to see clean governments, including that in squeaky clean Singapore, disclosing all financial projections privy to the successful bidder to all asunder. It is very unethical to do so especially commercial contracts contain the standard non disclosure clauses. What the people will get are already made known in press statements from the CM office. The tax payers are going to spend a net RM11.5m. Only this portion is public money. The rest… Read more »
Spoon fed. HAHAHAHAH.
LGE might well shut down any public consultation by saying PR is merely followed BN model. If voters do not like PR, please go vote BN.
Why not?
If BN followed PR model in their way of giving out of contracts, corruption and all its related ills would not be so terrible in this country.
Gelak K, tak pernah dengar ke, seteruk-teruknya DAP/Pakatan is any time better than BN/MCA/MIC, and of course that already mati Gerakan.
MPSP surplus/ deficit
2006 – RM5.4 million deficit
2007 – RM5.1 million deficit
2008 – RM3 million surplus
2009 – RM14.6 million surplus
2010 – RM54.39 million surplus as at 4/10/2010
Gelak K, if you have eyes you can see, ya?
If you budget a surplus and get a surplus. You are great, but if you budget a deficit and get a surplus, it is call over budget especially for two consecutive years.
I don’t know why some people are not happy with surpluses especially the preceding years before 2008 showed deficits under a deficient government.
I’m glad that the local authority exercised good fiscal control especially when the income was higher than budgeted without corresponding tax increases.
My personal opinion is that revenue collection is better under PR government. In addition, the absence of cronies and rent seekers means we are getting more for our tax ringgit.
However, the government should not be obsessed with surpluses. They should instead ensure that those money are gainfully spent for the benefit of the people.
Your results shall receive no attention. Instead I will continue to take pot shots at what you dont tell me. -sarcasm-
Mind you! Serina Bay and Azuria Condo are not low cost unit. (Has the state govt been providing) subsidies for these two projects so that rich Penangites can buy it with affordable price that is approximate to the cost of low cost flat(?) We should be proud of LGe with his ability to make developers fulfilling their social responsibilities voluntary. What a great Cheap Minister of Darul Hantu! Calling him Cheap is because the low cost flat and the high cost condo are very cheap in Penang. Darul Hantu because now instead of employing foreign labors to work for the… Read more »
Developers are not going to lose money from a project.
That a large housing project must contain certain number of low cost units has been a requirement for housing projects for many years.
It is just that SP Setia, like many other developers, charges the upper end buyers more to cover the loss in profit for those low cost units.
f a low cot flat cost RM110000, tell me if you are a developer for Serina Bay and Azuria Condo, what kind of price tag you think is reasonable. RM138000? Profit of only RM28000 per unit?
LGe in his desperate attempt to defend his award of the sPICE to ECO-Meridian, claimed that the cost of low cost flat is RM110000…
In 2010, prices of stratified properties were on the upward trend, particularly on the island. Three-bedroom flats in Serina Bay and Azuria Condo fetched 14.1% and 7.8% higher to register between RM138,000 and RM200,000.
If a low cot flat cost RM11000, tell me if you are a developer for Serina Bay and Azuria Condo, what kind of price tag you think is reasonable. RM138000? Profit of only RM28000 per unit?
LGe promised that he will turn the place into a public park, a green environment. If you look at the picture of the sPICE is the display panel posters, the trees currently exist on both side of the front building of PISA will be gone forever. A green environment without tree as underneath the ground is the sub terrain underground facilities. No tree will be planted. What a great ideas for environmental friendly building! Amazing is the only word I can use to describe this pet project of LGe…
No one would call the sPICE a proposal, it is just a concept with total lack of detail. LGe is asking for trouble. He went all out to mislead Penangites with news coverage on all major newspaper whether online or offline. MPPP Inviting Public Viewing And Feedback For 2 Weeks On The Penang People’s Park(PPP) is the most misleading headline in LGe’ facebook. The place is either deserted by living human being or managed by ghosts. The only information you can get is the information contain in the sPICE display panel posters. Tell us how on earth are we to… Read more »
I think the sole winner of this public showcase is the event organizer and the printer of those posters.
Any public tender for this job or direct negotiation way being used to pick the event organizer ??? Or that was an internal work of the state government agencies ???
Can we the tax payers, know who will pay the showcase bill and how much ???
You think? Is that possible?
