Today is the last day for submitting questions for the next Penang State Assembly session in November. Activist Tan Seng Hai approached a couple of elected reps to raise a question as a matter of urgent public interest.
When will the Penang Structure Plan and the (Penang Island) Local Plan be tabled for public review and consultation? The Structure Plan review has lapsed since June 2012 and the Local Plan which was approved by MPPP in 2008 has been put on hold indefinitely. The state government’s excuse that the Local Plan has to wait for the Special Area Plan (SAP) for the George Town Heritage Zone is not acceptable as this excuse has been used since 2008.
Penangites have been asking for the Local Plan in many public consultation meetings, dialogues and forums. Without a gazetted local plan, developers and builders are having a free-for-all to build anything and anywhere they want. There is no height control, density control and zoning requirements for the developers and builders. We see 30-storey apartments built next to established low-rise residential areas. We see established residential areas converted to commercial areas. We see access roads cut through established housing areas with no consultation with the residents. We see many more uncontrolled development projects sprouting up all over the island and MPPP and the OSC approved the development plans because “tiada rancangan tempatan”. It appears to many Penangites that the state government has no urgency to gazette the local plan.

Nicholas, Its not just about high property prices. Its about the unfair treatment given to Penangite over people from other states who are able to purchase LMC while the local have to wait in line. Its about the untransparency whereby LMC are being sold direct to the public at a higher price by the developer without selecting from the 50k people who are waiting in line to get the LMC houses. The BN government cannot confirm whether it could meet its target of completing 80,000 affordable homes under the 1Malaysia Housing Programme (PR1MA) by end of this year, as outlined in the 2013 budget, but can only assure that they were working on approving 80,000 units by year’s end.

The mural by Ernest in JB depicting a snatch-theft crime has won praises for its creativity. As the first Asian city housing the Legoland Theme Park, the female pedestrian and the bandit armed with a knife were skilfully drawn as lego figures while depicting the serious crime problem in that area. Security problem has always been an unspeakable bad scar of Johor Bahru. It is a fact that the law and order in Johor Bahru is not good. The mural has been erased with white paint by MBJB, as BN Johor (especially MCA) do not accept the fact that JB is a sin city with high crime rate (snatch theft is rampant).
Normally such matter Gerakan K will raise issues with LGE but now Gerakan K is taking a break having “outsourced” his commentaries to the recently provoked Yang & Tunglang ???
This is the best platform for Yang and tunglang to channel their unhappiness over the hilltop development and high property price to CM LGE?
