What about hill-slope projects below 250 feet?

The Penang state government insists it has not approved any new projects above 250 feet since 2008. It must similarly clarify if there have been any approvals for projects below 250 feet on hill-slopes that are more than 25 degrees in gradient (i.e. Class III and Class IV slopes).

See this report in The Star:

PETALING JAYA: The Penang Island Municipal Council (MPPP) has had to approve 19 projects after 2008 because they were deemed as special projects “that could not be rejected” despite exceeding the 76m height limit.

MPPP president Patahiyah Ismail denied that she had contradicted Chief Minister Lim Guan Eng on the controversial hillslope development issue.

“MPPP wishes to reaffirm that all projects carried out 76m above sea level were approved directly or as special projects before March 2008 by the previous state government.

“The Penang chief minister is correct in saying that the present state government has not approved any hill projects above 76m post 2008.

“For those 19 approvals after March 2008, planning approvals were based on the approval of Pelan Dasar Perancangan dan Kawalan MPPP by the State Planning Committee on Sept 13, 1996, and as special projects in accordance with State Structure Plan 2020, which could not be rejected on the basis that it exceeded the 76m height limit,” said Patahiyah in an email to The Star yesterday.

An article published in The Star yesterday pointed out that while Lim had claimed he had not approved a single project above 76m, Patahiyah had said that between April 2008 and May this year, a total of 19 such projects were approved.

She also pointed out that a claim by Penang resident Ong Eu Soon in the same article that a high-rise project in Air Itam was approved in 2009 and sitting well over 76m above sea level, was untrue.

She insisted that the Air Itam project was approved in 2005 and asserted that it was only 56m high.

The Star was quoting from documents handed out by MPPP during a press conference on June 6.

Overhaul town planning Posted on 18 June 2012 – 09:17pm Last updated on 18 June 2012 – 09:43pm Goh Ban Lee THERE have been many comments lately on hill land development in Penang. Non-governmental organisations, including residents’ associations, called for more stringent control, especially on Penang Island. Some even called for the withdrawal of some approved projects. Complicating matters, there has been criticism of decisions to allow high density development in certain areas and the indiscriminate approval of very tall buildings. Then there have been complaints that property prices have gone through the roof and locals are being priced out… Read more »

After 308 you hardly find a decent voice like this any more!

Ah Soon Kor, it looks like you are facing ‘Judgement Day’ today, tomorrow & tomorrow’s tomorrow. No matter what, the truth will prevail (from either side of argument). Let no men be judges captive to emotions or wrath. Or worst, paranoid fear of bringing down a person by a blog! Democracy of comments or expressions should be given (at the very least) some measure of respect & benefit of doubts. Why can’t we learn from the Greeks (of ancient Athens). Unless it leads to serious litigation, let it be: In one ear, out the other. Simple as that. Time for… Read more »

The song Hotel California ?
check the satanic lyrics : you can check in but can never check out — hell ???

anyway, just enjoy the music and don’t take it lyrically otherwise cannot enjoy kopi kow kow.

Today 6pm-11pm One Night in Bangkok Lane – one of the Heritage Penang Live event – go there and enjoy Mee Goreng with Thai Cultural event.

My genre loved Hotel California by the Eagles, a 70’s great song with great psychedelic guitar strumming. It was a night music for Am Kong Chiao like me. The 60’s & 70’s era were great rock music expressions unlike today’s Korean moochie-moochie with pinkie lips!
I was fortunate to have access to RAAF Radio playing great hits after hits unlike stale pale Radio RTM which went off to sleep @ 12 midnight.
If only I can go back to the 70’s.

Pelan Dasar Perancangan dan Kawalan MPPP is just a zoning plan. It define the land use and plot ratio nothing else. It was approved on Sept 13, 1996 by Koh Tsu koon who chaired the State Planning Committee.
This is the tool that Gerakan (allegedly) used to enrich their cronies by allowing all the devastation that we see today in Tanjung Bungah and Batu Ferringhi. Pristine green areas becoming concrete jungles or turned into quarries and dump sites.

State agencies and departments were directed not to interfere because a Puppet Master was pulling the strings

Koh Tsu Koon will be very happy. Little did he ever realised that the guy,who totally humiliate him 27 years ago in USM, will come forward to defend him on hill slope issues. Now Koh Tsu Koon can tell Lim Guan Eng this: My zoning plan you call it pre-approval ah? Very good! very competent CM Malaysians ever meet. The CM with integrity beyond questioning. Vote for Lim Guan Eng !

Lim Guan Eng never cheat never lie. From limguaneng.com

As a people-centric government that listens to the people, we have listened to the people who values the safety to their families by strictly imposing a building line at 250 feet which is half of the 500 feet set by the Federal government. Projects carried out above 250 feet are either approved by MPPP before March 2008 or for those after March 2008 consist of “special projects” approved by the previous state government on 13.9.1996 which MPPP can not reject as long as technical requirements are met.

Lim Guan Eng never cheat never lie. This is except from his blog

In its enthusiasm to lynch the Penang PR state government, Star has ignored the fact that the Penang PR state government did not approve any development projects above 250 feet . At the same time, the MCA-owned paper makes the startling claim that there are PR or DAP assemblymen who agree with the Star that the hills in Penang are dying under PR’s stewardship. Nothing can be further from the truth.

From day one I am arguing that we should not just ban hill slope development based on the height criteria. I am arguing we should scrutinize all hill slope developments as long as they exceeded the gradient of 25 degree. It is Lim Guan eng who insisted that hill slope development should be confined to the 75m limit.
I have King Kong telling me off in Anil’s blog that even in low lying areas there are plenty of slopes for which I totally agree with his King kong brain!

GEORGE TOWN: Out of 38 hillslope development projects approved in the state between 2006 and 2011 only a handful of them boast of large plans involving tall blocks of condominiums in Batu Ferringhi, Paya Terubong and Bukit Gambir. This were the findings by The Malay Mail after going through declassified reports on hillslope development in the state yesterday. The documents included planning permissions, meetings notes and letters between developers and MPPP for both `special’ and regular development projects approved by MPPP’s one stop centre. The prominent projects include Ivory Continental Sdn Bhd’s three–phased plan of three blocks of 33–storey condominiums… Read more »

Did I ever said that all those projects should be rejected on the basis that they exceeded the 75m height limit? All I ask is why they never comply to the special project requirement.i.e, low development density as defined in the Penang Structure Plan 2020, low plot ratio as defined in the Pelan Dasar Perancangan dan Kawalan MPPP.
How can Lim Guan Eng and Patahiyah claimed that the approvals comply with the requirements of Pelan Dasar Perancangan dan Kawalan MPPP and Penang Structure Plan 2020?
Total violation is call compliance! Tunglang you need to help me improve my English!

Siapa tipu siapa sekarang ??? Mr. Ong Eu Soon, please clarify/fight back !!!

I already said it very clear even if Koh Tsu Koon administration ever approved those 10 projects, the approvals already lapse long long long long long long long long long long long long long long long long time ago!
So don’t hide behind this lame excuse! Why renewed the expired planning permission ? I also listed out the chronicles of approvals for majority of the projects in my http://eusoon.blogspot.com. So far only 3 projects were approved before 2008. Who is a persistent big fat liar?

Yang

Koh Tsu Koon administration approved those 10 projects and with the next administration in place, its just a takeover and continuation of the project. You cannot simply stop a project when you take over the government. To imply it lapse is not correct.

Sze Tho

Either he is too dense to understand that, or he is too much a coward to admit he is wrong.

Ah Soon Bo Hoot. That has a nice ring to it. 🙂

Only fools like Soon will be deceived and used by you to fool the people. Penangite would not be fooled by Geelakan & MCA pornstar anymore
