Influx of visitors from proposed cable car could exceed Penang Hill’s carrying capacity

This is a statement from Sahabat Alam Malaysia:

Sahabat Alam Malaysia (SAM) is very alarmed to learn about the Penang chief minister’s announcement that the cable car project to Penang Hill has been awarded to Hartasuma Sdn Bhd, at an estimated investment of RM245m and is based on a 30-year concession period and will be located in the Penang Botanic Garden area.

SAM, along with other NGOs, including the Consumers Association of Penang, had last year raised our concerns about the proposal for the cable car project in what was then the draft special area plan (SAP) for the hill.

We had opposed the need for the cable car given the limited carrying capacity of the hill and had also seriously challenged the projections in the draft SAP on the number of people that should be allowed on the hill at any one time.

The pre-feasibility study for the cable car pushed a number of 6,463 persons at any one time to justify the cable car project based on flawed methodology, while the 2016 SAP for the Hill provided a carrying capacity figure of only 4,800 persons at any one time. Our challenge in relation to this was not responded to at all.

If the 2016 figure of 4,800 persons was used, there would be no need for a cable car, as the funicular railway would be sufficient.

Our concerns in opposing the cable car stem from the need to ensure the environmental and biodiversity sustainability, management and conservation of Penang Hill, especially given its recognition as a Unesco biosphere reserve.

The overarching objective should be to limit the number of tourists up the hill, given the environmental imperatives, and not to require more tourism products and people up the hill.

Our fear is that the continued economic viability of the cable car will necessitate more tourists and more tourism products on the hill, beyond its maximum carrying capacity of 4,800 persons at any one time, as per the 2016 SAP.

In addition, the state, in deciding that the cable car will begin at the Botanic Garden, is also jeopardising the garden’s environmental integrity.

We are very concerned about the environmental and social impacts, including on traffic congestion of the cable car construction and its maintenance, which involves the bottom station right up to the top station.

Penang Hill and the Botanical Garden are very sensitive environmental ecosystems. We are very worried that the cable car project will gravely impair these sensitive areas.

A detailed environmental and social impact assessment is much needed as required by the laws, which must involve public consultation and transparency.

Apart from the environmental and social impacts, the state, in giving the company a 30-year concession, must make transparent the details of the financing involved. What will be the ticket charges that will be imposed on the public in relation to this?

The Penang state government needs to be transparent in relation to these concerns.

Already many China travellers posting many vlogs in YouTube (also China’s Little Red Book site) to give visibility to China about Penang being cheap and fun destination for China to explore.

The hotline to the state and their related agencies are as good as we Penang folks trying to touch the clouds in the sky. Not sure why they even have telephones. Maybe for show only. No one picks it up. Only the computers aided voice speaks – sometimes and then goes blank.

High prices of vegetables will make many housewives grow their own vegetables at backyard space? Try ‘Potato leaves’ (RM3 for 200g in market) – easy to grow fast with little care needed, just remember to water it regularly.

The Comprehensive and Progressive Agreement for the Trans-Pacific Partnership (CPTPP) will see the 100% removal of tariffs on imported goods including agricultural products. If Singapore with limited land could grow own vegetables in urban settings, certainly we can follow their methods. Channel News Asia has shown many documentary programmes on Singapore fish farming and indoor farming.

All pha, 88 senior. Buses are controlled by Central gomen. All licence like driver licence is issued by Central and not state. Where can you find state licence and if state, it runs in Penang only and cannot step into other state.

Plenty of sandy beaches, good food ( our people know best their own food, no need for western approvals) , hills to hike, old towns and heritage sites to tour, etc, etc, etc.

SAM can prove it’s worth by promoting car pooling in Penang, starting with Bayan Lepas for factory employees to reduce carbon emissions and protect the environment. But I doubt SAM will do so as it prefers to use its mouth to protest.

Penang government (of course after state election) can impose fine for cars with less than 3 persons in it to enter and leave FTZ zone during peak hours (7.00am – 9.30am) and (5pm – 7.30pm), with the support from NGOs like Penang Forum.

Incentives can given to drivers who carry 2 or more passengers eg patrol vouchers.

Set up passengers pick up at different districts eg Air Itam, Tanjung Bungah, Downtown Sia Boey etc where others can park their vehicles.

The readers have good points, but NGOs still live within own boxes cannot have breakthrough in their approach and thinking possibly to used to criticising without offering constructive suggestions and ideas. NGOs like Penang Forum need to reach out to the masses using focus group studies for feedback to be more relevant.

UK and Hk wants to implement restricted zone. Can you see an infant in the car? There are gangs waiting outside the restricted zone and get paid when travel into the restricted zone.
