The government is introducing new rules to plug serious abuses in the Approved Permit allocations for car imports.
I guess most of us will not be surprised by the scam that has been going on in the AP system. It’s all very muhibah, don’t you think? But not the best example of Malay-Chinese cooperation, unfortunately.
This excerpt from a Singapore Straits Times report:
The rules came about after a yet-to-be published government audit exposed serious irregularities.
The audit looked into the business practices of a small clique of well-connected Malay businessmen who received their AP allocations each year.
The audit revealed that a large number of the businessmen were hawking their import permits to mainly ethnic Chinese car dealers who dominate the country’s luxury vehicle dealerships, documents reviewed by The Straits Times show.
The government audit also revealed that many of the companies involved in the AP business were poorly managed, lacked adequate funding and in some extreme cases even forged government documents when importing luxury cars.
It was not clear whether action will be taken against them.

blame the rich chinese towkays, blame the well connected melayu….. might as well blame yourself for not voting for the right party.
the stupid ap system is making me a slave to my car… and it depreciates right before my eyes..
imagine overseas:
i earn lets say USD2500/mth, and i can buy a very very reasonable car ( lets say we go luxury abit la) a nissan murano for USD21000.
in crony capitalism malaysia, lets say i make RM3000/mth and i buy the same murano…. hell…… RM330,000.. some more lower spec…
… do the math…
It seems like our government is more concerned about the few AP permit holders than the masses who really suffer. It has become common knowledge that the Bumiputera AP permit holder merely sells his AP permits to the Non- Bumiputera dealership. So what is the whole purpose of the AP permit in the first place and has its original aims and goals been achieved? If one digs deeper into the purpose of the AP system, the AP system began in the mid-1970s to encourage Bumiputera businessmen to venture into car distribution, which was dominated by foreigners and non- Bumiputeras However,… Read more »
You mean to say the govt is not aware of all the malpractices and abuse all this while? You think people are stupid?
Not surprising. Scam is the word. Every one in the motor industry knows that APs are just a big scam to steal from the poor to give to the already filthy rich. It’s totally unfair that billions of ringgits are creamed off the poor motorists to give to cronies of those in power, without even lifting a finger. My guess is that more than 90% of APs are sold to non-bumis. As if that is not enough, fake APs have become big business. Senior custom officers are (allegedly) in the thick of it. AP issuance is one of Mahathir’s failures.… Read more »
Or taking Damien to be baptised.
Malaysia is a fantastic country to govern. Few questions are asked, no straightforward answers needed, and if there are, they can always be dealt with in the very distant future.
What more can you ask for? No wonder anyone who is no one is offering themselves for this and that post. And once they’ve got it, getting them to relinquish it is as hard as opening a live clam.
This is institutionalized corruption. This rent seeking legalised scam had been going on for decades. Why the audit now?
I am not surprised they will take action against the Chinese dealers.
The Rakyat will want the APs be scrapped immediately. This is one of the worst phenomenon in the implementation of NEP since 1971 where unscrupulous politicians used this to enrich themselves and their cronies.. It is not aimed to help the majority of Bumi entrepreneurs, but rather to benefit a few connected power brokers closely linked with the ministers and the party concerned. How many percent of the Malays actually benefited from the APs? The present guy even has the gut to say that he wants the APs to continue for another 20 years.(And he is the guy who claims that… Read more »
AP should be abolished. The AP is the cause of suffering of every single Malaysian in Malaysia. Everybody suffers paying their monthly repayments for their cars due to the original high price. Why is a Honda City priced at about RM45,000 in Singapore whilst here it is RM80,000? Isn’t Singapore the country with the most expensive cars in the world? Apparently not. Malaysia is. Who suffers most? The answer is every single Malaysian. And at what detriment? Because one is paying like RM800 for his car, he definitely gives lesser food and quality of life to his family and children.… Read more »

AP must be abolished immediately. The purpose of having APs is being abused even to the extend of making Malaysians slave to owning a car. Look at the pricing of the proton and perodua. Proton price their cars ridiculously high here in Malaysia. Proton cars are so much cheaper in other countries. As a result we are really subsidizing and supporting proton to compete internationally. But they failed us. Also in order to support Proton the Govt is issuing APs to make sure that the imported cars are limited and are price very much higher. The Govt is punishing us… Read more »
I am fed up about corruption Anil, you will be shocked to hear about the (alleged) corruption going on at the (NGO) where i volunteered for a while, soon. Its all currently under investigatios. Hope to meet up with you soon to tell you. Almost a few hundred thousand ringgit swallowed la ANIL. I am so upset. The law will take its toll.
Anil, everyone knows who the AP kings are in this bolehland. Typical UMNO/BN government. Give out free AP every year to their UMNO cronies and those guys sold the AP to the luxury car importers who are mostly Chinese. Can you imagine, from day one up to current, Billions of ringgit have gone into (certain) Malays pockets for doing practically nothing. And they still want to continue with dishing out the AP to (these people). How about giving some of the AP to poor Indians and poor Chinese. REAL RUBBISH!
In Malaysia working life, everyone knows about “on-air” profits. Truly a BN disease. Just sapu all the big contracts then give to your cronies who kickback 50%. Cronies then sub-sub-sub con to the kuci rats, and makan free money without doing any work. NEP is a curse to Malays, turning a few into corrupt fatcats while 90% of Malays remain in poverty. Malaysia boleh! Carry on like this and soon we will be like Zimbabwe. I have zero confidence in Malaysia’s leaders today, all are power crazy and do not care about the Rakyat at all.
