Not only don’t we have a gazetted local plan for Penang Island, the three regions of mainland Penang too are without their respective gazetted plans.
The draft Penang Island Local Plan was approved by the MPPP in 2008, but nothing has been heard since then, and no public feedback has been sought – as required.
Some time ago, it was said that the Special Area Plan for the George Town heritage zone had to be finalised first before we could proceed with finalising and gazetting the Penang Island Local Plan – but that was ages ago.
Similarly, we have draft Local Plans for Seberang Perai Utara and Seberang Perai Tengah but these have not yet been gazetted.
Seberang Perai Selatan does not even have a draft local plan.
Local plans are important for planning and density control purposes. They can help us to avoid congestion and haphazard planning.
By not having these local plans, Penang is only the poorer from a planning perspective – and the result is visible all around us.

I’m loosing hope fast. Simple zoning of lorry depos in residential areas even can’t be managed by the mpsp planning n enforcement divisions. The state government seems to be equally non committal.
Just another thesis to show that, Bolehland (Malaysia) is run by many “‘government” with no accountability.
Who is going to monitor and oversee Bolehland No-man land local councils? Since it does not response to state government, NOT even the local people but the so called “putrajaya office”. In addition , most of those municipal head are bureaucrats … that appoint to that position, which zero to nil responsibilities.

Even there are local plans in place, it is always possible be OVERRIDDEN by declaring any prohibited projects as special projects. Now they even not bother with superficial ‘dressing’ like local plans. Always acting is a boring act. They just give up and care no more. It’s you that granted them supermajority. So don’t complain and enjoy your UBAH consequences. Who says UBAH is good for you ???

Bingchui or bing chooi means 360° public ‘face’ of reputable (or envied) status, positive public image, good public perception (created or natural), kia su inspired & of covetous nature for keeping a respectable self image (despite financially incapable or morally corrupt to genuinely support such self-branding in keeping with social / class values or thy neighbors’ expectation. But the Kia Su part could have originated from SingKahPoh Lang (our down-under neighbours). Don’t believe? Go visit Gurney hawker food centre to see for yourself.
