Shocking federal approval for artificial islands in Penang

This conditional ‘approval’ is being given just a few months before the state election in Penang. It is shocking. Whoever is responsible for this doesn’t give a hoot about the damage it will cause to fisheries and food security. Plus the whole basis of the so-called PTMP (the extravagant Penang transport master plan) is gone.

Sales of reclaimed land at the three artificials islands were supposed to raise funds for the expensive and ill-advised transport infrastructure that the Penang government is gunning for. But now that whole financing model is in tatters, as the reclamation of ‘Island A’ won’t even raise funds for the outdated RM10bn elevated light rail, let alone the environmentally disastrous RM9bn Pan Island Link highway. Shameful. So much for the Penang ‘green agenda’ and the PTMP.

This is the statement just released by SAM:

Sahabat Alam Malaysia is shocked and outraged after learning that the environmental impact assessment report for the proposed reclamation and dredging work for the “Penang South Reclamation” project has been approved by the Department of Environment (DoE).

We are appalled that the project has been approved despite concerns and objections raised by fisherfolk, including Pen Mutiara, the official fisherfolk’s association, and the Penang Island Southern Area Fisherfolk’s Association (PNKSPP) and all the units of the fisherfolk villages here.   

SAM was a member of the environment impact assessment technical review committee, and we had raised our objections too, in support of the fishing community as well as concerns over the environment. 

Others who had also objected and who were in the committee included fisheries-related agencies, ie the Fisheries Department, the Malaysian Fisheries Development Board (LKIM) and the Fisheries Research Institute – all of whom had also raised their concerns that the reclamation will affect the fisheries sector, the fisherfolk’s livelihood and food security, as the reclamation footprint has high marine biodiversity. 

One important aspect that was omitted when assessing the scale of impact of the project is the impact of sourcing for sand and other fill materials, such as rocks.

The proposed project – consisting of three reclaimed islands with a total area of 4,500 acres (1,821 hectares) – requires fill material estimated at 207 million cubic metres. Total rock volume required for the construction of revetment as edge protection of the reclaimed islands is 4.5 million cubic metres.

Our call that the environmental impacts of sourcing the sand and rocks must be included as cumulative impacts of the reclamation-related activities was also negated.

We are disappointed that the new government is ignoring food security, environmental integrity and the actual scale of negative and long-term impacts caused by the reclamation. This carbon-intensive and capital-intensive reclamation project runs contrary to today’s planning imperative, which calls for climate-resilient development.

The DoE director general must make transparent the grounds of his decision while the Penang state government must make public the 71 conditions which have been imposed. 

SAM will continue to maintain our stand against the project.

The state and federal governments are exacerbating environmental and social injustice by proceeding with the reclamation project.

Close airport, less congestion, air and sound pollution. More fishes will return as there is less noise above the flight path..

Penang Forum’s Khoo Salma Nasution said it was still too early for Putrajaya to get started on the LRT project as other more pressing traffic issues had still not been addressed, like low bus usage.

“If buses are empty, how can the LRT succeed? Penang government has still not worked on implementing first and last-mile solutions,” she said.

Actually, its just a tiny little beautiful island. One can circle around it in just 45 minutes driving a car. The state does not have a creative and holistic solution mind. No funds, but want to go mega. Poor island cannot sustain all this heavy mega stuff. But state still want to force feed and choke it to death.

You think building LRT is like 2 min instant noodles or 3 in 1 coffee? It takes at least 3 to 5 years. After building, trial run and 1 or 2 weeks free rides. Otherwise a big building will be construction in the middle of the LRT route

Yes Yes. There are still millions of T20s around with deep pockets. What is RM150 thousand to them. Just pocket change otherwise how can be so many sales every month. How many B40 or M40 can afford this?

Even the most cheapest car cost minimum around RM40 thousand. And then there is the regular maintenance, road tax and insurance and as n when repairs.

So much to spend for an asset that depreciates in value as time passes.

Simple lah. We Penang people do not want it. We want the island of Penang, our Pearl of the Orient to be preserved as it was , as it is.

For those who want modernity or prefer a modern way of life, there are the city of KL, and further down S’pore and then Hong Kong, Macau, Taiwan and CCP China ( Mao’s Kingdom ).

Many of their supporters like to glorify these countries, about their technological advancement while living here. Should be living through it over there not here.

Common sense will tell us that the winning of the state elections have always been based on communal interest, rather than right and wrong or preserving  our cultural heritage and the green environment we live in.

But we hope all the people of Penang have come to realize the importance of preserving our island in its originality and will rise up and do the needful in the state election.

They have been here for 15 years and what we see now are mostly concrete , brick and mortar.

Yah, why not, better as maybe can get proper rest during off days. Now, even though work is from 8.00 or 9.00am to 5.00pm but have to work till 9.00pm or so most times, also during weekends and public holidays especially working for some MNC’s. 

On top of that some not so intelligent bosses behave like slave drivers minus the whips, pushing and shouting, sometimes vulgar, constantly nagging and criticizing.
