Hill destruction: MPPP reveals landowners after preliminary search

The MPPP has revealed the names of the landowners who may have been involved in land-clearing work without approval in Bukit Relau.

One of the landowners mentioned is General Accomplishment Sdn Bhd, reportedly a dormant RM2 company.

The MPPP said further confirmation was needed from the State Survey and Mapping Department and the final details would only be ready in early July 2013. But a visit by The Malay Mail to the State Land and Mines Department and Northeast District Office on Thursday revealed that the information was easily obtained. Nice to see some investigative journalism by the mainstream papers.

The Malay Mail also revealed the names of the directors of General Accomplishment Sdn Bhd.

As for the other landowner mentioned in the MPPP statement, Boon Siew Sdn Bhd, the Malay Mail reports:

Equally prominent, and one of Penang’s pioneer developers, BSSS claimed it was “never involved” in any land activities at “all material time” on the said lands, including clearance and earthworks.

“Our client merely granted limited access to the landowner (GASB) as requested by the said landowner. Our client was not aware of any land activities that were carried out on the said land as claimed by MPPP. We will cooperate with the local authorities and seek legal redress on the said matter,” said BSSS lawyer Lim Choo Hooi.

The Malay Mail’s revelations confirm what a source familiar with the situation had told me.

Now, the key issue that the MPPP still needs to confirm is this: Has rezoning been granted to the landowners to convert or reclassify this hill-top land from hill-land to residential use – and if so, how was this done?

The MPPP’s statement:

KERJA TANAH TANPA KELULUSAN MPPP DI BUKIT RELAU PULAU PINANG
– MAKLUMAT-MAKLUMAT MENGENAI NOMBOR-NOMBOR LOT SERTA PEMUNYA TANAH

1. Lawatan tapak oleh YB. Tuan Chow Kon Yeow bersama pegawai-pegawai MPPP,Pejabat Tanah dan Galian serta Pejabat Daerah dan Tanah, Daerah Timur Laut denganpara wartawan pada 27 Mei 2013 adalah dirujuk.

2. Semakan awal yang dibuat oleh MPPP menunjukkan bahawa pemunya tanah untuktiga (3) lot yang mungkin terlibat dalam kerja-kerja tanah tanpa kelulusan diBukit Relau adalah seperti jadual berikut:-

BIL/ NOMBOR LOT/ PEMUNYA

1. Lot 11396 (General Accomplishment Sdn. Bhd.)
2. Lot 34 (Boon Siew Sdn. Bhd.)
3. Lot 303 (Boon Siew Sdn. Bhd.)

3. MPPP ingin mengingatkan semua pihak bahawa pengesahan lanjut diperlukandaripada Jabatan Ukur dan Pemetaan Negeri Pulau Pinang (JUPEM) untuk menentukansecara tepat lot-lot tanah yang terlibat. Pengesahan ini adalah penting untukmengenalpasti butir-butir pemunya tanah berkenaan sebelum tindakan pendakwaandiambil. Pengesahan mengenai sempadan dan nombor-nombor lot kerja tanah serta pemunyalot terbabit daripada JUPEM dijangka dapat diperolehi pada awal bulan Julai 2013.

4. Notis pemberitahuan memberhentikan kerja-kerja tanah telah dikeluarkankepada pemunya-pemunya tanah terlibat pada 25 April 2013 berasaskan semakanawal yang dibuat oleh MPPP. Kerja-kerja tanah telah diberhentikan dengan sertamerta setelah notis pemberitahuan dikeluarkan oleh MPPP.

5. Kerja-kerja mitigasi telah dijalankan di tapak oleh pemunya tanah berkenaandan akan diteruskan seperti menutup lereng yang terdedah, menanam benihtumbuhan serta menyediakan saliran. MPPP akan memantau keadaan di tapak danmemastikan tindakan-tindakan mitigasi diteruskan.

6. MPPP ingin menegaskan bahawa tindakan pendakwaaan akan diambil terhadappemunya tanah terbabit atau mana-mana pihak yang menjalankan kerja-kerja tanahtanpa kelulusan.

speaking of the boon siew group. has anyone been to monkey beach lately? it’s a s…hole…it seems the state government and the national park wanted to buy it but bsg didn’t want to sell it.

there’s something wrong with how land is being handled. all this talk from local authorities offer very little resolution.

why is mppp so lame in dealing with local issues? that’s what i want to know!! clearing a huge chunk of a hill isn’t exactly something that can go unnoticed! claiming that they (the local authorities) are unaware of it just doesn’t cut it(no pun intended)

Bring the land owners to court and fine them heavily for restoring the said land to its original state. 1 Billion ringgit fine is probably right.

Almost all the projects surrounding that areas are being developed by the Boon Siew group. The govt must buy off that land and preserved as a recreation areas just like youth park and the air itam dam etc. Or they can liaise with the developer on a win win situation just as in many other cases.

No need to waste tax payers money buying it. Just tell BSG that if they want to do anymore business in Pg they have to provide amenities in accordance to first world standards which like you rightly pointed out are large parks (not a 100 feet path or garden), bicycle lanes, bus stops, pedestrians walkways and crossings. If they are not prepared to provide all these in their development, ban them and all subsidiaries from further development. I am sure many other developers can built houses in Pg. At least IJM complies and participates in the state’s coastal bicycle lane… Read more »

As always I see that it is MPPP Councillors from PR DAP Penang & PR Selangor that speak out against their own govt without fear & favour. Alamak what happen to all the BN UMNO state Councilors. They seem all like puppet or just dumb like the dumb PM. Its really pathetic. Catch small fish but worse when small fish are killed. Problem is Penang & Selangor now dont have much big fish around unlike big mouth fish still swimming around like the Scorpene 1 billions, gun boat 6 billions Hey hey yes they are very good like the police… Read more »

Nowadays, everything have been computerized, right ??? There is no reason for 1 month waiting. Something fishy there. Want to buy more time kah ??? Or somebody needs time to craft some magic SPIN ???

Anyway, our superhero LGE will get it right after the magical 1 month period. CAT ma, everything can settle.

Malay Mail report: They could face action under Section 70A of the Street, Drainage and Building Act 1974, which is punishable by five years’ imprisonment, or a fine of RM50,000, or both.
This is ‘nothing’ (not deterrent) when they can reap RMmillions when the ‘rape’ is done (finished satisfactorily). Notwithstanding the aftermath of flash floods & slippery landslides no bomoh can predict@Bukit Gambir. Also, how to recover the forest with all its distinctive flora & fauna (animals) to its original (pre-rape) state?

What ??? Early July ??? Why still need to wait a month ??? Very very poor performance from MPPP.

Send your people there for immediately action. People already joking that MPPP only good at issuing car park SAMAN and act against small ikan bilis !!!
