Bayan Mutiara development will include affordable homes: CM

The Bayan Mutiara developer will have to build affordable houses, schools and places of worship as well, says Chief Minister Lim Guan Eng.

Housing is a crucial issue in Penang, and as such, the state government should insist on the 30 per cent low-cost housing component. Many low-income workers in the Bayan Lepas industrial estate and other parts of the island need homes with prices within their reach. To reduce congestion on the roads, it makes sense for them to live near their place of work.

From what I understand the Bayan Mutiara deal was handled by a request for proposal because the state government wanted an ‘iconic design’ but at the end of the day, the deal was decided on the basis of the highest price. I also heard on the grapevine that the Valuation Department had come up with a much lower valuation, significantly lower than even the reserve price of RM200psf.

Pemimpin UMNO Diingatkan Hentikan Fitnah Bahawa Penjualan Tanah Di Bayan Mutiara Adalah Dirundingkan Dan Pemaju Hanya Perlu Bina Rumah Mampu Milik di Batu Kawan Bila Ia Dibuat Tender Terbuka Pada 2010 Dan Pemaju Tetap Terikat Dengan Syarat Rumah Mampu Milik, Sekolah Dan Surau/Beribadat di Pulau Pinang.

Pemimpin UMNO diingatkan hentikan fitnah tentang penjualan 102.6 ekar tanah pada 2010 di Bayan Mutiara yang merangkumi 67.6 ekar tanah dan 35 ekar untuk ditambak laut. Pemimpin UMNO telah membuat fitnah bahawa penjualan Bayan Mutiara tidak dibuat secara tender terbuka, pemaju tidak perlu terikat dengan syarat membina rumah mampu milik di kawasan pulau tetapi boleh bina di Batu Kawan dan juga tidak ada peruntukan untuk rumah beribadat/surau.

Penjualan adalah dibuat secara tender terbuka menerusi Request for Proposal(RFP). Tender terbuka ini diiklankan dalam suratkahbar pada 2010. Tender dengan harga yang paling tinggi dipilih, bukan secara rundingan. Harga rizab sebanyak RM200 sekaki persegi ditetapkan, yang jauh lebih tinggi daripada anggaran harga penilaian yang diperolehi oleh PDC.

Tender dengan harga yang paling tinggi adalah RM240 sekaki persegi untuk dibayar dalam 5 tahun menjadikan keseluruhan bayaran RM1.07 bilion. Kos tambak laut akan ditanggung sepenuhnya oleh pemaju Ivory Properties Group Bhd. Sekiranya UMNO cakap harga penjualan RM240 sekaki persegi adalah rendah sangat dan harga yang lebih tinggi boleh diperolehi, mengapakah syarikat kroni UMNO tidak masuk tender membida tanah tersebut?

Adalah tidak benar pemaju dikecualikan dari membina rumah mampu milik ataupun boleh membinanya di Batu Kawan. Pemaju masih perlu memenuhi pembinaan mampu milik seperti yang disyaratkan di kawasan pulau. Pemaju juga perlu memenuhi keperluan sekolah dan surau/rumah beribadat seperti yang disyaratkan oleh MPPP sekarang.

Kerajaan negeri telah menggunakan keuntungan daripada penjualan tanah ini sebanyak RM500 juta sebagai Tabung Rumah Mampu Milik. Pembinaan lebih 12,000 unit rumah mampu milik di Batu Kawan daripada dana RM500 juta ini adalah atas inisiatif kerajaan negeri sendiri dan tidak ada kena mengena dengan pemaju di Bayan Mutiara. Pemaju tersebut masih terikat dengan syarat rumah mampu milik tetapi ke kawasan pulau.

Adalah sungguh jahat sekali untuk UMNO cuba menipu rakyat bahawa kerajaan negeri hendak halau orang miskin ke Batu Kawan dengan mensyaratkan pemaju di kawasan pulau membina rumah mampu milik di Batu Kawan. Ini adalah tidak benar sekali kerana pemaju di kawasan pulau tidak dibenarkan berhijrah ke Seberang Perai untuk membina rumah mampu milik.

Oleh itu, saya ingatkan pemimpin UMNO untuk hentikan fitnah bahawa penjualan tanah di Bayan Mutiara adalah dirundingkan dan pemaju hanya perlu bina rumah mampu milik di Batu Kawan bila ia dibuat tender terbuka pada 2010 dan pemaju tetap terikat dengan syarat rumah mampu milik, sekolah dan surau/beribadat di Pulau Pinang.

Dear all, Penang just want to become just like Singapore(i’m talking about in the island, not mainland)… Most of of the developer are talking about they want to build and develop a lot of low cost properties, but at the end, there are still many luxury properties being develop with very expensive price. So fas as i know, Penang people they are not many of us who are millionaire here, but the developer still making a lot of expensive properties. To whom they want to sell it? What is their plan? Salam;pemuda umno pp mengalu alukan jawpan lge mengenai pembangunan di bayan mutiara.Namun begitu jawapan yg diberikan lge masih tidak menjawab persoalan yg ditimbulkan dan AMAT MENGELIRUKAN. Those who want cheap houses in Penang island can do so — by stepping into a time machine and travel back to the early 1960s. Then, with only RM100,000, they can snap up a dozen landed properties in one go. Then travel back to the present time and viola, they can sell off those dozen properties for RM10 million

Coming back to LGE’s comments, I think this is another sandiwara to fool us all. How come the RFP did not mention at all about affordable houses or places of worship ? In fact none of the super luxury developments in Penang has such features. I have read Ivory’s statements and none even mentioned these.

(Is this) yet another lie by LGE(?) .. Not only that LGE is the worst CM in history but also the one who has given out the most of misleading statements…

Just read the press statement. Do you really think such idiotically and angrily worded response is worthy coming from the Chief Executive of Penang ? Whether you like or hate UMNO, you need to be respectful to your political opponents especially they are being subjective and talking about matters related to public interests. Such cheap and irresponsible state is very typical of LGE and reflects his own muddled and tyrannical attitude which we have seen in his handling of DAP. Make no mistake, affordable house on the mainland, not on the island. But RM70,000 apartment to the mainland people is too expensive, no one will dare to invest in high rise properties on the main land. You can easily buy a landed properties at less than RM150,000 on the main land, no reason to stay in any high rise building, otherwise Goh Choon Lai will still be the champion of all properties developers in the state.

What will it take for the Property Bubble in Penang to BURST! Like in 1997-1998 crash.
Difference this time is that banks seem to be flushed with money, & interest rates are at record lows. Stock markets are also creeping up again
USA is down, Europe is down, Japan in doldrums. Sub-prime Mortgage burst the US property bubble. But yet its only going up in Malaysia. I am confused…

Believe your idol, he caqn never make mistake. Go and buy those RM400,000 and above super luxury home. Be one of the very few home owner to qualify to stay in Penang Island. Heng Ong Huat!
