Oh no, major new north-south highway on Penang Island … plus three new artificial islands

Penangites once came out strongly to get rid of the Penang Outer Ring Road – only to get this now… Porr 2.0?… plus three new artificial islands that could affect the livelihoods of fishing communities in southern Penang Island.

The state government paid RM3m to Halcow for a transport masterplan and then comes up with this – a major new highway that slices the island right smack in the middle? What kind of sustainable transport is this?

.. while the lucky developers of the southern islands must be rubbing their hands with glee. The three islands will cover 930ha, 485ha and 323ha for a total of 1,738ha i.e. 4,295 acres! Incredible. (Not to forget the 760-acre island coming up off Tanjung Tokong, in the North East of Penang Island.)

Welcome to Penang, paradise for developers and playground for the well heeled.

The state government, with the ‘project delivery partner’, SRS Consortium, is holding a briefing on the transport masterplan for NGOs and residents associations on Sunday, 6 December 2015. This is so that they can later say they have held ‘briefings’ and ‘consultations’ with the public to add legitimacy to the project.

I won’t be attending this time.

I was there at one consultation workshop for the Penang transport masterplan that was being formulated where I distinctly heard those present saying they wanted more sustainable transport options instead of more highways. Yet, the transport masterplan resulted in RM17bn out of the RM27bn in total being allocated for more highways.

I was there at the Sri Tanjong Pinang Phase 2 public consultation, where many, including the affected fisher folk, expressed major reservations about the project. Yet, the DOE hastily gave the project the green light without so much as responding to the concerns of civil society.

So pardon me for feeling cynical about these ‘consultations’ – which appear to me to be little more than public relations gimmicks.

Some said the road is congested by top gear car but i said a car a basic need for everyone nowdays for pratical life since the Public Transport not there. Nowdays houses is very far even from feeder bus stop.It’s much cheaper to own a car than pay for teksi,walks miles to nearest feeder bus.My own house the feeder bus 6km away.The housing estate thousand of hectare.I dont expect my children or other kids to walk 6 km in the wee hours of the morning just because the Goverment fails to provide Public Transport.They need a car for practical reason.To… Read more »

Which comes first, chicken or egg?
Without Penangites, there will be no progress by talent, entrepreneurship & collective support.
Merely depending on developers to bring forth the ‘egg’ of progress is short-sighted vision for Penang.
Btw, my next door developer is no longer blaring songs to ‘attract’ walk-in customers to but million ringgit homes.

Penangites are nolstagic people and are worried that modern development will erase their cherished heritage.

Please watch this Singapore Ch8 clip on the origin of ‘5 Kaki’ (五脚基 or ‘Goh Kah Kee’ in Hokkien) that is a common feature in old shop houses. And see how some of old houses with 5 Kaki have been commercially transformed to theme hotels (a a means of preserving the heritage):

We cannot deny the fact that Penangites on the island cannot do without their motorcars, just like teenagers cannot do without their smartphones!
The authority be it BN or DAP don’t want to antagonize motor car lovers (they are addicted to caffein of RON95/97) to lose votes hence the superhighway.
Anil if you care to feature latest trend in motorcars, sure you can attract readers from 18-35 age groups, no joke though I kind of feel sorry for that.

High car ownership and vehicle density on the road in Penang make the highway necessary?

The better solution is to introduce Electronic Road Pricing to force people to use Rapid Penang so that the new highway will not be needed. This will also reduce carbon emission in line with greener Penang and saving climate change movement. But Penangites will complain whichever the way.

Don’t agree Henson. Not many top gear car in Penang Road or Malaysia. Most of the car cheap car like proton.They need basic car to travel since Deity don’ t provide basic Public Transport.Long term solution Public Transport must be solved but they spend more on new roads to make more $$$. Agree with Henson. One may not have Top Gear cat but cosmetic touch up with big go on exhaust can satisfy the ego. Nevertheless, the Penang girls who are smart now eyeing where you stay and not what you drive. The in-laws may look from that perspective?

Observation: The Pan Island Link Highway connects the 3 islands (southern Pg) to the north island (Tg Tokong) making it a highly marketable branding proposition for these slippery islands for the rich & famous. And it cuts thro’ the hills via dark cat tunnels so the richies’ fast Porsche can travel super fast north-south of the island.

So, tell us, Niao Kong. What & for whom does this highway serve?
You got the swap money, the developers got their dreams (of selling more super-expensive properties& mini islands) come true.

I’m sorry to say you’re turning into just another arm-chair critic. Yes the PORR has become the PIL. But it does not cut the island in half. The geographical terrain does that. So say no to PIL next?

You don’t mention the proposed LRT line. But the best LRT, MRT n bus systems is not going to help if ppl won’t leave their cars at home! And tolls don’t work. Yup. Ppl will complain but they will just pay more to drive. Been to KL lately?

I am practical man. When Development benefits more people than minority i will goes accordingly. The fisherman will be compensated and they can use the money to improved their living standard. I am businessman i live in fast lane to make fast bucks. The truth is i have performance car just for release my tension occasionally. I don’t see how this benefits Penangites. The developers definitely benefit. Construction firms benefit. But once it’s done and every square inch of space is turned into more malls and condos, all with the same shops what construction jobs will be left?
