Google Earth images show how Tanjung Bungah landslide site was cleared

These are Google Earth images over the last four years, which GIS expert Dr Kam Suan Pheng of Penang Forum downloaded and commented on.

This is what the site looked like four years ago. Notice a building on the site:

“And just under two months later, we have the ‘flat land’ for building construction, next to the ‘adjacent hill slope’, created by them not by nature.”

A Penang resident sent me this clear photo of the construction site on 9 September 2016, showing the now ‘flat land’. Notice the gradient of the slopes by then.

  1. Floor height control, plot ratio and high density abnormalities.
    Given the developer the highest height, the highest development density and the highest plot ratio without adhering to rules , regulations, and guidelines is tantamount to abuse of power. This abuse of power may be involving (alleged) corrupt practices which the MACC should seriously look into.

    The revised plot ratio guidelines for high-rise properties on the island allow developers to construct a total of 122,000 sq ft per acre compared with 42,000 sq ft per acre previously.

    The new plot ratio guidelines are applicable in areas where it is allowed to develop 30 units per acre and above, according to the local control plan, and in areas designated as commercial/tourism areas under the MPPP’s structural planning and development control plan.

    There is conditions that comes with the new plot ratio guidelines that 5% of the units is to be sold at not more than RM200,000. Another 10% is to be sold below RM300,000, and another 5% at a price not exceeding RM500,000.

    The new plot ratio guidelines are not applicable for prime residential areas such as Jalan Tunku Abdul Rahman (popularly known as Ayer Rajah Road), Jesselton area, existing established housing zones and general housing areas, George Town Heritage Site (which includes the buffer zone), certain areas in Tanjung Bungah and Tanjung Tokong.

    Under the new guidelines, developers could now develop up to 87 units, with a total built-up area of 122,000 sq ft per acre.

    Why the Granito project at Lembah Permai are allowed to build at a plot ratio (allegedly) more than 122,000 sq ft per acre with a density (allegedly) above 87 units per acre?

    The project consists of 980 units Affordable Homes with built-up areas of 864 sqft.
    If the development density is 87 units per acre, the project needs at least 11 acres of land. The plot ratio will be about 2.3.

    Block A has 17 units per floor , with each unit take about 900 sqft. Total sqft per floor will be 15,300.
    Block B has 12 units per floor, with each unit take about 900 sqft. Total sqft per floor will be 10,800.
    Total sqft per floor for the combination of both towers will be 26100.
    Total floors is 50. The total built-up areas is 775,800.

    If the plot ratio is 4 , the worksite should have a land size of about 5 acres.

    From the landslide photo, the total land size should be about 2 acres only as the total worksite is about 0.6 acres.

    It seems like the Granito was (allegedly) given a plot ratio of at least 13 with a land size of about 2 acres, with a development density of at least 490 units per acre.

    The maximum allowed plot ratio is 5 while the maximum allowed development density should be 87 units per acre under the state guidelines.

    Why such a high plot ratio and floor height was given to a hillside development?

    The Lembah Permai area is catagoried under Penang Structure Plan as an area within the second corridor with a maximum density of 15 units per acre.

    Why such a high density was given to an area without sufficient public transit ?

      Harapan now looks more like a gimmick of their pre-2013 years, more interested in politicking 24/7 and doing cheap clownish stunts while ignoring core issues of their respective states.

      • Now you can make a lot of noise and living in Subang. Subang is one of green area with forest and rubber plantation owned by Sime Darby or Harrison crossfields. Now all gone and developed with houses build for you. 3 or 4 bed room houses with how 1 or 2 kids? Kids married and buy their own houses with kswp money? Lucky you if the house is fully occupied. Otherwise is partially filled.

      • Lost of life where works are carried out. If workers died in sewer due to Co and co2, you to blame for dumping your waste into the pipe? Don’t have sewer pipes

  3. Don’t know who to vote for in the next elections so probably not vote, like many others. The next GE will probably have the lowest turnout in history.

    • Slope is less than 25 deg. Consider a hill slope? Still wrong? Of course vertical cliff will fall. So pg is left behind with half past six professionals. Talented ones gone to singland and other countries.
      This Dr can show the history. Everyone can dig out history. Wait for the investigation. Dr here not geotech engr.
