EU cannot afford to go against Burma 100%. The Netherlands had late night debates about it.
It boils down to going against China. Burma apparently has big brother China protecting its interests. And since China is right now an up and rising economy where most of the production is done, EU cannot force its hand. Where do you think Burma gets some of its arms from?

If no one stand up to China, nothing wll change significantly. The only time China is pressured, is when its products do not meet basic quality standards.
